Change

Introduce internal foundations for document structuring, candidate tool selection, schema validation, model admission, INF0/DOC0 adapters, and credit accounting. Bind document actor and extraction scope to verified context rather than caller-supplied identity.

Validation

  • 0pt full suite: 1,241 passed, 190 skipped; typecheck passes and lint exits successfully with 8 warnings in existing unrelated files.
  • Database-backed credit checks were exercised separately with a local test database.

These are guarded foundations, not a customer-ready purchase flow or a deployed SaaS. Live identity/project authorization, real payment reconciliation, OpenRouter via an authorized gateway, UI and end-to-end production operation remain to be implemented or verified. Do not expose or bill customers based solely on this PR.
