Automated normalization: replaces hardcoded sax3l/... API/registry-push paths with admin/... in .gitea/workflows/* following the org->user migration.

Findings addressed: 1.5, 1.6 (see normalize/ci-hardcoded-refs.md).

Pure string substitution in CI config, no application code touched. Reversible via git history / closing this PR.

Not merged automatically — required status checks (CI/security) must pass and this repo's branch protection requires review before merge.

fix(ci): behåll sax3l som container-/paketregisterägare ... d907d23a48

Normaliseringen sax3l -> admin är korrekt för git-sökvägar men FEL för
container- och paketregistret: de flyttade inte med repona.

Verifierat live 2026-09-25:
  GET /v2/sax3l/act0/tags/list            -> 200, taggar finns
  GET /v2/admin/act0/tags/list            -> 404 NAME_UNKNOWN
  /api/packages/sax3l/npm/@siax%2Fschemas -> 200
  /api/packages/admin/npm/@siax%2Fschemas -> 404

"sax3l" betyder nu tre oberoende saker som inte får dela sträng:
git-ägare = admin (flyttade), paketägare = sax3l, containerägare = sax3l.
