Screening and vehicle source failures must not look like valid no-match or missing-vehicle results. The edge and legacy engine return unavailable for source failures and malformed payloads; the edge refuses legacy engine responses without the new source-status marker. A valid empty response does not prove exhaustive screening.

Validation: 7 focused web tests; full web suite 1270 passed / 193 skipped; typecheck, targeted lint and production build. Python 3.12 isolated environment using the existing requirements-dev.txt: full engine suite 67 passed / 2 skipped (CDC and delivery-store persistence are not implemented). Endor package-risk lookup was unavailable. The engine and web service must be rolled out as a pair; deployment of this source code alone does not prove that the engine is deployed or reachable.
