Bind the verified multipart fingerprint to the durable attempt before dispatch, require explicit project authorization, and allow only one dispatch claimant. Copy the request before asynchronous work. On unknown outcomes or an already-started attempt, inspect only; neither not-found nor a journaled completion becomes proof of a verified receipt.

Validation: focused tests, typecheck, lint, full suite (1283 passed, 194 skipped), build. An isolated real PostgreSQL RLS test exercised eight concurrent coordinator calls and a changed-byte conflict; DOC0 was simulated in that test.

Internal primitive only: project authorization, journal deployment, migration, storage, customer routes, credits and end-to-end recovery remain to be wired and verified.
